Himachal Pradesh cabinet meeting was held under the chairmanship of Chief Minister Jai Ram Thakur at State Secretariat Shimla on Monday. Apart from the revised pay scales of the employees, many major decisions have been taken in the meeting. Jairam Cabinet has approved the launch of Swarna Jayanti Gram Swarozgar (Transport) Scheme with the objective of opening new avenues of employment for the youth amidst the challenges of employment. Under this scheme, unemployed youth will be given permits at concessional tax to drive 18 seater vehicles on the routes of rural areas from 20 to maximum 120 kms. Through the scheme, people will also get relief in those areas where HRTC buses are proving difficult or costly to operate.
Because either the number of passengers is less or the buses are big in terms of routes, which makes it difficult to operate. Along with this, unemployed youth will also get better employment opportunities in these areas. So far, the department has identified 140 such routes, where youth will be allowed to drive their vehicles by paying 25 percent of the state road tax. The Cabinet gave its approval to fill up five posts of Himachal Pradesh Administrative Services on regular basis through Himachal Pradesh Combined Competitive Examination 2021. Apart from this, approval was also given to fill three posts of Inspector in Food, Civil Supplies and Consumer Affairs Department through direct recruitment on contract basis.
Kupvi got new sub-division, Holi Ko Tehsil
Cabinet also gave its approval to open new sub-division (civil) at Kupvi in Chopal assembly constituency of Shimla district. For the convenience of the people, it was also decided to create a new Patwar circle at Tharu, Nagrota Bagwan of Kangra district. Decision was taken to upgrade the sub-tehsil of district Chamba, Holi to tehsil. In the meeting, it was decided to open new sub-tehsil in Dhalwan under Baldwara tehsil of district Mandi and to fill up 12 posts of different categories. Approval was given to create six new Patwar circles in Manali Tehsil of District Kullu by reorganizing the existing Patwar circles.
In the cabinet meeting, the much-awaited decision was taken to give new pay scale to about two lakh regular employees. This benefit of the new pay scale will be given from January 1, 2016. Revised salary will be available from January 1, 2022. This will be payable in the salary received on February 1. Due to this, there will be an increase in the salary of different categories of employees from three to 25 thousand rupees. This will be up to a maximum of 15 percent of the total salary. The average would be around 11 per cent. In a meeting of the state cabinet chaired by Chief Minister Jai Ram Thakur, it was decided that with the new pay scale, an additional burden of Rs. From January 1, 2016 till now, arrears of about Rs 12,000 crore will be payable.
Out of this, if 5 thousand crore rupees will be reduced for IR, then 7 thousand crore rupees more will be payable. Rules will be made soon to determine the new pay scale. Everything will be clear in this. It was decided in the cabinet meeting that Rs 5000 crore given as interim relief (IR) would be deducted from the arrears. That is, after the implementation of the new pay scale, so much arrears have been given. Interim relief is given in the form of immediate relief in case of non-implementation of new pay scale. Presently 21 per cent IR is being given. The increment from IR will be adjusted in the increment. This will reduce the actual wage increase.
Approval to fill up posts in Trauma Center
of Nerchowk Medical College, Mandi The cabinet has given approval to create and fill up various posts of different categories in Trauma Center of Nerchowk Medical College, Mandi. To upgrade Shri Nayana Devi Ji’s Ayurvedic Health Center Bassi of Bilaspur to 15 bedded hospital and to create and fill 12 posts of different categories, to open health sub-centres at Panchayat Jaral of Mandi, Panchayat Bahi Sarhi and Kufridhar in Panchayat Kufridhar. Approved.
In the meeting, opening of primary health center in Chamba world, upgradation of Solan’s sub-health center Kanair to primary health center, raising of sub-health center in Raisan’s Majlihar and Panchayat Deoghar’s Dohlunala, upgradation of PHC to CHC in Lohadghat, Solan to various categories. It was decided to create posts of PAC, upgrade Gagal Shikod to CHC and PSC at Panog, Jadawa and Chandni of Sirmaur and to fill up various categories of posts for operation of these health institutions.
Name of Halahan School in Sirmour as Shaheed Kalyan Singh
Cabinet has decided to rename Government Senior Secondary School Halahan of Sirmour as Shaheed Kalyan Singh. Approval was given to start science classes at Karsog’s lead school, Mahog, Kamand, Gushaini in Banjar and commerce classes at Bathalang lead school, Arki. It has been decided to start science classes at Sainji Sisse School, Baggi, Nagwain, Seri Kothi and Talyahd in Mandi. It also decided to upgrade Majhas Primary School of Sundernagar, Kau of Siraj Do, Jamho Jalaun, Timbru and Nalini of Sundernagar and Mashog School to Government Secondary Schools and to create and fill 18 posts of different categories.
Decision was taken to upgrade Government High School at Ani’s Durah and Kushwa to Government Senior Secondary School along with creation of necessary posts. It was decided to upgrade Government Primary School at Nikhan and Kurthala in Bharmour region to Government Secondary School along with creation of necessary posts. Approval was given to open new primary school along with creation of necessary posts in villages Gudana, Sunayadi and Shalayya in Shillai assembly constituency of district Sirmaur.
Kidney Transplant Cell to be set up in Tanda Medical College
The cabinet has decided to set up a separate kidney transplant cell under the Department of General Surgery in Dr. Rajendra Prasad Government Medical College, Tanda, District Kangra. After the formation of this cell, patients of districts like Kangra, Chamba, Hamirpur, Mandi will get relief.
Drone Flying Training School will open at Shahpur ITI
The cabinet has given in-principle approval for setting up of Drone Flying Training School at Shahpur, Government Industrial Training Institute, District Kangra. Decided to authorize Technical Education Department to finalize term of engagement for signing MoU with Indira Gandhi Rashtriya Udan Akademi. Cabinet approves purchase of 16 new vehicles in fire department instead of 18 declared rejected gave.
The Chief Minister has ordered the State President of the Olympic Association, Virendra Kanwar, to discuss his suggestions with the departmental officers. It is likely that this policy will be approved in the cabinet meeting to be held after December 27.
Jairam Cabinet has also approved the new Himachal Pradesh Swarna Jayanti Scheme 2021 to settle 1.68 lakh tax related cases. Through this scheme, the government aims to settle recovery related cases related to percentage, interest and penalty besides arrears of tax. The government had already implemented a similar scheme, through which about sixteen thousand such cases were disposed of. But this scheme ended in April and since then people have been approaching the government to settle their cases.
