Himachal has now become one of the few states in the country, which has its own cultural policy. The Himachal Pradesh government has made a meaningful effort in this direction and has prepared a document, which is now the cultural policy of Himachal Pradesh. It is a 28-page document, which is the official document after the approval of the cabinet and the signature of the governor. There are very few such states in the country, which have their own cultural policy. Now Himachal Pradesh has also joined the list of those states. This document has been prepared after about four and a half months of painstaking work. It had a committee of 12 members, headed by Prof. Kuldeep Chandra Agnihotri (Former VC Central University), while its drafting and writing work was done by Dr. Omprakash Sharma. Himachal Pradesh Chief Minister Jai Ram Thakur himself is from rural environment, according to his instructions, this cultural policy has been prepared. A high power committee was constituted under his chairmanship. This policy has been prepared only after the opinion of writers, litterateurs, folk artists and other scholars from across the state. Himachal Pradesh Education and Language and Culture Minister Gobind Singh Thakur also held meetings from time to time to update this work. Informal conversation with Dr. Omprakash Sharma, President of Dr. Yashwant Singh Parmar Peeth of Himachal Pradesh University Shimla on the cultural policy of Himachal Pradesh. Giving detailed information about cultural policy, he said that cultural policy is a government document. Dr Sharma said that folk literature and folk history have been mentioned in clause number 6.5 of this policy. In this document, emphasis has been given on archaeological remains, crafts and performing arts, social practices, religious beliefs of Himachal, folk literature and folk history. Under this, the aspects of folk tales, folk tales, folk drama, folklore etc. have been essayed. Apart from this, the mention of fairs, festivals, food and clothing, ornaments has also been mentioned. The policies of dialects, scripts and dialects of Himachal Pradesh have been clarified. Through this, where the dialects and folk songs of the rural areas will be protected, research will also turn towards the village. This step of the government will prove to be a milestone in the preservation of folk culture, folk songs and folk traditions. He informed that the Department of Language and Culture, State Art, Culture and Language Academy Shimla, State Museum, Directorate of Tourism, Dev Mandir of Himachal is an important institution in implementing the cultural policy of Himachal. He has taken a speech of Yashwant Singh Parmar as a vision document. During his speech at Mandi in the state, Dr. Parmar had said that the department of Pahari Language and Folk Literature should be opened in Himachal Pradesh University. The Secretary of the Academy and the Vice Chancellor of Himachal Pradesh University should work in this direction, but till now no effort has been made in this direction. Now work is being done in this direction. The Diploma course has been designed based on the vision of Dr. Yashwant Singh Parmar. Dr Sharma told that anyone can do this diploma after graduation. This course is divided into four parts. In the first part, the personality of Dr. Parmar and the books written by him, in the second part his economic aspects, how the general public of the state should prosper. Third Pahari language, dialect and script and fourth folk song, saga and story. In this way the youth of Himachal Pradesh will now be able to propagate and spread their culture by doing diploma from Dr. Parmar Peeth. From Dr. Sharma, this Pahari language is not in the 8th schedule, so what is being done. On this, he said that Himachal has prepared the grammar of Pahari language. Writing work is being done continuously in the hills in the state. Songs, folk dramas and literature are being written in dialects. Its syllabus has also been prepared. When the students will study, do research in it, then the language will definitely move towards the 8th schedule of the constitution. He said that the Department of Hills has not yet been formed in Himachal Pradesh University, but work has started in Pahari language.
