Master Shyam Saran Negi was born on 1st July, 1917. General elections were held for the first time in the country in early 1952, but due to snowfall in the tribal areas of Himachal at this time, voting was held here five months before the scheduled time. Shyam Saran Negi, a schoolmaster by profession, was the first to vote on October 25, 1951. After this he has voted in all the elections held so far. Negi, who went to school at the age of 10, studied till 5th standard in Kalpa. After this he went to Rampur for further studies. It took three days on foot to reach Rampur. Studied up to class 9th in Rampur itself. Due to old age, I did not get admission in class 10th, said Shyam Saran Negi. He initially worked as a Forest Guard in the Forest Department from 1940 to 1946. Later he went to the education department and became a teacher in Kalpa Lower Middle School.
After the year 2007, Shyam Saran Negi was officially declared as the first voter of independent India after the initiative of the Election Commission. Then on June 13, 2010, the then Chief Election Commissioner Navin Chawla reached Kalpa from Delhi and met Shyam Saran Negi and congratulated him on being the first voter of the country.
Deputy Commissioner Kinnaur congratulated the first voter and wished him good health and long life.
