Himachal Pradesh government on Monday issued notification of new revised pay scale for about two lakh regular employees. In this, two options have been given to the employees to take their revised pay scale. If they opt for 2009 rules, they will have to multiply the basic pay as on December 31, 2015 by a factor of 2.59. If we choose the year 2012, then factor 2.25 has to be adopted. Along with the notification, the pay matrix has also been issued according to the different basic pay of the employees. After matching these the employees will decide which option to choose. Notifications of allowances other than DA and NPA for employees are yet to be issued. The Finance Department, in the notification of the Himachal Pradesh Civil Services (Amendment) Rules, 2022, has asked the regular employees to indicate which option they have to choose within one month from the date of issue of the notification.
It should reach the Head of the Department of the concerned employees. If the suggestions are not received, then the Head of the Department will decide under which structure the new pay scale is to be given. By issuing another notification, it has also been clarified that the benefit of time scale will not be available in the new pay scale. It was being given to the employees under the Assured Career Progression Scheme. It was being given in four, three, two tier structure. Under this, the time scale of 4-9-14 was also notified for various categories of officers and employees. That is, from the fourth, ninth or fourteenth year or other formulas also, the benefit of increment was getting, which will not be available now. The state government was giving it under the pre-revised pay structure, but now it has been decided that it cannot be continued after January 3, 2022.
