On the second day of the JCC meeting, a strange atmosphere prevailed outside the Chief Minister’s residence in Shimla. Jai Ram Thakur’s private residence Oak Over Sunday was seen turning into a police cantonment. After about five o’clock in the evening, hundreds of police force personnel gathered outside the oak over. It seemed as if the police personnel were gheraoing the CM residence. This led to a discussion as to why a disciplined force had gathered in this way. This created panic in the police department as well. The officers of the police department were also puzzled as to why the police constable had come to speak in this manner. There was a different kind of discussion across the state. However, these police personnel started speaking in a peaceful manner. During the JCC meeting held on Saturday, CM Jai Ram Thakur announced to increase the period of regularization of contract employees from three to two years, but he did not make any announcement to reduce the period of pay band of police constable. In the agenda given to JCC by the delegation of police personnel, this pay band of 8 years duration was told on the lines of contract. And like other employees raised the demand to reduce this period. According to sources, some police personnel under the leadership of non-gazetted Employees Federation President Ashwani Thakur raised the matter with the CM in the morning itself and sought an appointment of the delegation to discuss the issue. The CM’s office called at four in the evening. This issue of police personnel was included in the agenda of JCC, but the police constable got angry due to non-decision on them. The CM’s office called at four in the evening. The CM said that police personnel are not appointed on contract. This appointment is also regular. The subject of the contract does not apply to police personnel. Police personnel have also gone to the High Court in this regard. There is no relief from the High Court. In what is being mentioned, benefits are being sought from before 2013. Whereas before 2013 there was more pay band whereas after 2015 there is a separate pay band. These workers cannot even be compared with forest guards. Because they are by contract. Jail police are also on contract. So there is no such solution. Have to find a different way. On Monday, there will be a consultation with the Additional Chief Secretary of the Finance Department. Technically it has to be seen. It is not possible to reduce the contract of others from three to two years and discriminate against the police personnel. Together all the issues will be resolved.
