The model code of conduct for the assembly elections in Himachal Pradesh can be imposed anytime after October 13. In the previous elections also the model code of conduct was imposed on 13th October. After this, the date of voting can be announced in the first fortnight of November. If there is a delay in the conduct of polling in the state in November, then there can be a problem in holding the assembly elections, as the high altitude areas in Himachal become snow covered.
In the year 2017, the state assembly elections were declared on 13 October 2017. Simultaneously, when the Model Code of Conduct came into force on October 13, it was decided at that time that voting would be held on November 9 and counting on December 18. Prior to that in the year 2012, the date of election was announced on October 3. The announcement of state assembly elections is unlikely till the proposed Chamba rally of Prime Minister Narender Modi on October 13. Only then can this code of conduct be imposed.
