Major Bureaucratic Reshuffle in Himachal: 24 HPAS officers transferred across the state

The Himachal Pradesh government has issued a major administrative reshuffle, transferring and posting 24 HPAS (Himachal Pradesh Administrative Service) officers across the state. This move comes under public interest and was formally notified on 22nd April 2025 by the Department of Personnel, Appointment-IV.

Among the most notable transfers is Oshin Sharma (HPAS 2021), who has been appointed as the Sub Divisional Officer (Civil), Urban, Shimla, under the Department of Language, Art & Culture. This puts her in charge of one of the most important administrative posts in the capital city.

Other significant changes include Rahul Chauhan (HPAS 2010), who has been given multiple responsibilities, including Additional District Magistrate (Development) and Project Director (DRDA), Hamirpur. Shilpi Beakta (HPAS 2012) is now the Sub Divisional Officer (Civil) at Dehra, while Siddhartha Acharya (HPAS 2013) has taken over as Sub Divisional Officer (Civil), Kandaghat.

In Kangra, Surender Mohan (HPAS 2014) has been appointed Sub Divisional Officer (Civil) in Kumarsain. Meanwhile, Dharmesh Kumar (HPAS 2015) will continue holding charge of Sub Divisional Officer (Civil), Dodra Kwar, Shimla. Kulbir Singh Rana (HPAS 2016) takes on dual roles in Chamba district, including Sub Divisional Officer (Civil), Bharmour.

Arun Kumar (HPAS 2016) will now be the Sub Divisional Officer (Civil) at Jawali, Kangra. Kavita Thakur (HPAS 2017) has been appointed Regional Transport Officer, Shimla, relieving Surender Kumar (HPAS 2015). Bhanu Gupta (HPAS 2018) has taken charge as Sub Divisional Officer (Civil), Urban, Shimla.

Several officers from the 2021 and 2023 HPAS batches have also been assigned key roles. Notably, Rajneesh Sharma (HPAS 2019) and Anjeet Sharma (HPAS 2020) are now handling joint director and language responsibilities. Manoj Kumar-III (HPAS 2020) is the new SDO (Civil) for Dehra.

From the 2021 batch, Arshiya Sharma is assigned to Jhandutta, Akanksha Sharma to Keylong, and Mohit Rattan to Dharamshala. Kulwant Singh Potan is posted to Sujanpur, while Rajesh Verma becomes the SDO (Civil) at Sunni.

Fresh entrants from the 2022 and 2023 batches have also received their first major postings. Gopal Chand (HPAS 2022) is now SDO (Civil) at Kandaghat, Sanjeev Kumar-III (HPAS 2023) is posted in Dharamshala, and Naveen Kumar (HPAS 2023) takes charge of Regional Transport Office in Mandi.

This large-scale reshuffle is expected to enhance administrative efficiency and governance across key regions in Himachal Pradesh.
