Himachal Pradesh government on July 10, 2026 issued transfer and posting orders for 22 Himachal Pradesh Administrative Service (HPAS) officers with immediate effect, in what amounts to one of the larger HAS reshuffles in recent months.
Jyoti Rana named Registrar, HP University
In one of the more prominent postings of the order, Ms. Jyoti Rana (HPAS 2012), who was serving as Additional District Magistrate (Protocol) in Shimla, has been appointed Registrar of Himachal Pradesh University, Shimla. The post of HP University Registrar carries significant administrative weight, overseeing academic administration, examination systems, and institutional governance of the state’s premier university.

Gian Sagar Negi (HPAS 2011), Registrar of HP University and holding additional charge of Managing Director HIMFED, has been posted as Additional District Magistrate (Protocol), Shimla. Dr. Laiq Ram Verma (HPAS 2012), ADM (Dev.)-cum-Project Director (DRDA) Sirmaur, takes over as Managing Director of HIMFED, Shimla.
Ekta Kapta (HPAS 2011), who was under orders of posting as Additional Director of Medical Education and Research, has been redirected as ADM (Dev.)-cum-Project Director (DRDA) Sirmaur at Nahan.
Shipli Beakta (HPAS 2012) has been posted as Additional Secretary (PWD) to the Government of Himachal Pradesh, with the additional charge of Secretary, State Election Commission.
Vikas Shukla (HPAS 2013), SDO (Civil) Sujanpur in Hamirpur, has been appointed Additional Commissioner of Municipal Corporation Hamirpur. Sunny Sharma (HPAS 2014), earlier posted as SDO (Civil) Kupvi, has been shifted to SDO (Civil) Shimla Urban.
Vishrut Bharati (HPAS 2016), under orders of posting as SDO (Civil) Kafota, has been assigned as Member Secretary of the HP State Commission for Scheduled Castes, headquartered at Una. Yogesh Chauhan (HPAS 2016), Secretary of the State Food Commission, has been posted as Additional Director of Medical Education and Research, while retaining the additional charge of Secretary, State Food Commission.
