Kavinder Gupta, Lieutenant Governor of the Union Territory of Ladakh, has been appointed as the new Governor of Himachal Pradesh. Himachal’s current Governor Shiv Pratap Shukla has been appointed as Governor of Telangana. Delhi Lieutenant Governor Vinay Kumar Saxena will take Gupta’s place in Ladakh.
President Droupadi Murmu has appointed new Governors in three states while transferring several others. According to a press release issued by Rashtrapati Bhavan, the President has accepted the resignation of West Bengal Governor Dr. CV Ananda Bose, who submitted his resignation on Thursday. RN Ravi, currently Governor of Tamil Nadu, will assume additional charge as Governor of West Bengal.
News of Gupta’s promotion came just hours after his resignation as Ladakh Lieutenant Governor. Gupta had taken oath as the third Lieutenant Governor on July 18, 2025, and served in Ladakh for less than eight months.
Telangana Governor Jishnu Dev Varma has been appointed as Governor of Maharashtra. Senior Bihar BJP leader Nand Kishore Yadav has been appointed Governor of Nagaland, while retired military officer Lt. General Syed Ata Hasnain has been appointed Governor of Bihar. Hasnain, a member of the Disaster Management Authority, will replace Arif Mohammad Khan as Bihar’s Governor.
Gupta’s extensive political experience
Kavinder Gupta brings a long political career to his new role:
- 1978: Became Secretary of the Punjab unit of ABVP (Akhil Bharatiya Vidyarthi Parishad)
- 1993: Became state president of Bharatiya Janata Yuva Morcha
- 2005: Mayor of Jammu Municipal Corporation
- 2015: Speaker of Jammu and Kashmir Legislative Assembly
- 2018: Deputy Chief Minister of Jammu and Kashmir
Upon being entrusted with the responsibility of Himachal Pradesh Governor, Gupta stated, “I express my heartfelt gratitude to the President, Prime Minister, and Home Minister.”
This gubernatorial reshuffle marks a significant administrative change for Himachal Pradesh, as the state receives a Governor with extensive experience in Jammu and Kashmir’s political landscape and a brief but recent stint in administering a Union Territory.
