The proceedings of the second day of budget session in Himachal Pradesh Legislative Assembly began at 11 am with discussion on condolence motion of two late MLAs Kashmiri Lal Joshi and Chaman Lal Gachli. The MLAs from both sides presented their statements on the mourning motion in the House till around 11.43 am. After that the question hour started.
